If the links are from authority sites or relevant sites that have some trust they are great. If they are from link farms and low trust sites they are total crap.

Paid Backlinks are normally considered as a spam technique by most of the Search Engines. Anyway, if it is from high Authority sites and belongs to your niche category then it is good.

Generally when you buy backlinks your website is listed on spam sites and you get a lot of bad back links. So you should avoid buying them and try to generate backlinks on your own. Those having a high authority site sell backlink in return of guest post , they are generally good if related to your niche.

In my opinion, stop wasting your money on paid "Packages". Back-links, traffic or otherwise so called "Packages" rarely deliver any good results, if any results at all. I agree with Affrevenue, don't destroy your site reputation. Rather generate your own back links, it's really quite simple. Use this tool called "Put My Link" to search for relevant sites to comment on (just search your browser). Simply enter the keyword you wish to target and explore your options, I recommend targeting sites with the Comment Luv plugin to get you started. This way, you will have back-links from sites relevant to your niche and is you offer high quality comments then you will also generate interested visitors to your site. Just let me know if you need help...

I think free backlink is batter then paid Backlink. Because the Paid link is limited for some days. But if you create some free backlink it's not only some days but also lot of days you can benifite.

I agree with the consensus of opinion here. It's not so much whether you pay for backlinks or get them for free, it's more about the authority of the site they're coming from and the relevancy to your niche. There are tools that allow you to search out wiki sites (that tend to be higher authority) that you can post on or ask for links from to allow a better SEO effect for your page.

Penguin has absolutely nothing to do with paid links.

There is no such thing. Visitors don't report paid links. How would a visitor know if a link is paid for or not anyhow?

As far as the latest update goes, Google's Penguin is designed to eradicate and de rank sites that opt for black hat SEO technique. in this respect, procuring paid backlinks for your site is indeed considered to be a black hat SEO approach. Well, if you are going to buy backlinks, you don't go to someone that is advertising that they sell links. They are just selling junk.

You approach specific websites where you want a link.

They're a good idea and investment depending on the seller and where they're placed. If the seller is selling quality links at a fair or market price, and they're coming from high quality sites that fall into your blog or website topic or audience? Then absolutely it's a good idea to invest in them. If they're just spam links though that are going to be plastered on long-dead blogs or warez sites then avoid at all costs.

*shrugs* Look at the Page 1 results for the keywords you are wanting to rank for. Look at what backlinks they have, and try to duplicate it.

Sometimes paid backlinks are good it is also known as blackhat seo, by this way you can rank up fast your website, but it has also disadvantages like: suddenly you'll see your site rank goes very low. Sometimes it is good i think, but organic way is best by this way you dont have to pay for visitors, they will come to your site their own way if you have got nice material.

Well, it's totally depends upon the source from where you gonna get backlinks from, If High DA and PA backlinks are generated from a trustworthy google sites then it will actually do wonders and is worth your money. Else I won't recommend you to go for it.

A high DA and/or PA does not mean a link is worthwhile. Between the two, the PA is a better indicator because the page your link is on matters much, much more than the domain the link is on. Both can be wildly inaccurate.
