Will backlinks from different countries' domain extensions hurt your SEO ranking?

Hi,
Will backlinks from different countries' domain extensions hurt your SEO ranking?
For example, we want to rank in the USA and building backlinks from Germany domain extension .de (not all the backlinks but some of the backlinks.)

It will not hurt your SEO rankings but it didn't really help your SEO for your websites. Honestly I have these backlinks and they only help for local SEO.
