Do empty pages or pages with no content affect SEO If yes then how can I get a top ranking in SERP?

not worth it, mods are not approving messages without a valid reason + when you ask about it your reply is deleted.
this forum is a waste of life and time do something else here is dead

In this case, you should mark them as noindex and nofollow. And these pages should have no internal links.

To get the top ranking in the SERP, you must have quality content on your page.
