Cloaking advice – Meta ads account disabled again?

I want to run Meta (Facebook/Instagram) ads related to gambling ads in European countries, especially Spain and Thailand. Earlier, whenever I ran such ads, Meta banned my ad account. My goal is that people should message me on WhatsApp to buy the product. I have heard about cloaking.
