Can I do SEO without promoting/advertising my site ?

I'm wondering that Can I do SEO without promoting/advertising my website ?
Is it possible to get on top 10 search engines with only content, I mentioned to my site with content and I don't build backlinks or promoting some where else.

Can you share any ideas ?

Actually this question is not clear at all, if you want to do seo without promoting a website at least you must be promoting a blog or article otherwise that can not be seo.

SEO is necessary to promote/advertise online only content is not sufficient to get traffic and increase PR for our site.

You have to promote your site by doing SEO activities. you can't rank your site with the help of Content

I also think that without a promoting a website and just by content you can't easily rank your website. It will need great efforts for ranking site just by content.
