If your website is penalized due to Google Penguin & Panda update then ranking ranking of website lead down in position to recover from these one should do following things:
-Update contents of website
-Remove Spam contents
-Use link earning solutions
after doing such implementation check ranking position of your website using high quality rank checker tool, if website's rank will get up then your website get recovered from those updates.

I think you can identify with the sudden and bulk drop down in your ranking and losing of backlinks. To recover you need to remove low quality backlinks to your sites and also update content of your site, and improve its quality.

You need to remove all the low quality things related to your website. And enhance the quality of the content to your website and the backlinks to it.
