Sometimes, I send send money to my freelancers or get money from people hired me for online job
but Paypal get me some $ for transferred fee, are there any ways to send money via Paypal with fee $0?
or at lease I can reduce paypal fee for transferring money

The only thing I can think of would be, there's less fees when you transfer money as a "Gift". The sender pays their end of the fee, and the receiver doesn't pay any fees until you go to withdraw.
