Most people will say that more Ram is more important. However there is no educated way to know the answer to this, without knowing your site, what it does, and how many resources it uses.

If your currently using 50% of your CPU, adding more will not help. Same goes for RAM. If you are currently on a VPS or a dedicated server, take a look at your resource usage to determine what might be holding you back.

If you are on a shared hosting plan, there is no real way to determine how much your site needs.

The best bet is to get a VPS with the resources you think you need. The great thing about VPS's is they can be scaled up or down instantly. If you order on and find you need more RAM, just ask your host about increasing your RAM. If you need more CPY cores, just ask your host to add another CPU core to your plan. It's that simple!

A good CPU is needed to use the powerful RAM, so both are important if you put so much RAM and your CPU is not good enough to use that RAM then what's the point is putting that much RAM so you need a good enough CPU according to the speed of your RAM.

Both the CPU and RAM will make your PC faster. But even if you are running an older processor adding the maximum amount of RAM that your system will allow will increase the PC's performance. RAM is cheap theses days so do yourself a favor and get some.

RAM and processor both are equally important and must be well balanced in server. CPU is useless when it has no data to process. Similarly, If you have more CPU power but less RAM, CPU will use Swap memory and it would cause high load on server. Again, it also depends up application you wish to run in server. As per my experience, in most web servers low CPU causes less problems compared to less RAM.
