What will Google or other search engines do if my website is 'Under Construction' for maintaining some days or rebuilding it.

Yes a 'Under construction' website will impact your website seo. The more the time your website takes to come live you will lose your daily unique visitors. This can also cause to change the keyword position of your website in search engines.

If I was you I would return the "503 Service Unavailable" within the http header on your temporary "coming soon" page as this tells Google the site is down for maintenance...
