Since Google removed PR on domain names then I have less tools to analyze websites for quality backlinks, so how to do now? how to detect a site will give you quality backlinks? which factors would you consider for a good backlink?

Finding quality backlinks with good content and lots of social media shares, article marketing, and blogging. You can either earn these backlinks or build them yourself. On condition that they come from the authority websites in your niche.

Relevancy and Authority of the link giving page are the common terms for a quality backlink. It varies. If the link giving page is targeted to your website' niche, it would greatly increase your rankings. If not so, it MAY hurt.

However google stopped displaying PR, but you may still know. See how a site appears in google searches. That's the PR of the site (this is our only choice right now).

Link types also matter; a text link with an anchor text surrounded with characters at it's both sides would be better than a linking banner image.

Relevant + High Authority + Text Link with Anchor Text = Quality Backlink

You can use other factors such as PA, DA, CF, TF, Age, Alexa, etc... to judge the quality of backlinks. The links that have low OBL will be great too. Also try to get relevant links in case you have lots of links found.
