How to create and use landing pages for CPA offers?

I am still a newbie in creating landing pages for offering products there and I am looking forward to having your answers from this awesome forum to help each other.
My question is, how to go about creating those landing pages for CPA offers? Can I use Wodpress theme or plugin or something to do it?
