There are several tools available on the web, But I'm using Mail chimp is the best tool with a lot features.

Hey, I'm using interspire for email marketing, that is the self-hosted script and Its only one-time investment for me, for sending mail I'm using Amazon SES, If you think interspire is expensive for you then check another self-hosted script
