Quality of outbound links helps in increasing page rank

Does quality of outbound links helps in increasing PR. So how google measure PR of a website, i can't understand algorithm. Please some simple explanation

The exact algorithm of Google are really impossible to understand. but it can be define in many ways like:quality back-links with relevant content, links from good authority websites, links from high pr website, links from authority domain like .edu, .gov etc
