Is link exchange a part of black hat SEO or Not?

According to Google, excessive link exchange is under link scheme which is punishable by Google, you can do link exchange but if you over do it, it becomes black hat seo.

No link exchange is not a black hat seo.
It is an one of the method to increase the website traffic and also easy to list the site in google search.

Is it a reliable process to make your site listable in different sites?We are sharing our links with our competitors,may they harm these links.What you say??

It is very easy for your competitor to hit your site with spam links which obviously will harm you but you do is to keep a close eye with the sites you are linking with and check your links regularly
