How much it is necessary to ask a designer that who will use the website.. Does it necessary to make it more specific and simple for web designer? please suggest....

100% is is must to get advises and support from a Web User Interface Designer (like me ). why because many of us don't know web UI designing have many hidden things that needs lot of creativity and coding techniques.
If you take like this s e o useful forums, only s e o experts will writes here, they are not experts in web design. so they may not give the best answers.
But i came here to give the genuine support.
