Yes, You can say this is my a surmise that I really want to share with you. One of my friend talk about buying back-links. Then I shared him some opinion through some resources to buy a back-links even I did not purchase until now.
I said him you can consider to "buy a link on a site that reviews the submissions, monitors and removes spam links, is a good quality site, then no, you should not get a penalty." I gave him a quote and link as an evidence that Matt Cutt said "Buying and selling links is a natural part of the internet." But you need a good consideration before buying a link. Do you want to buy the links to manipulate or increase your page rank?
