How do we cut out the middle man paid per click?

I know how paid per click and paid traffic works from buyer perspective. But does anyone know how people get the traffic to send in the first place? I mean do they just simply get a better price and resell it to us or do they actually know a way to get the traffic to send us?

direct advertising is sending direct messages to the users without the use of middle man.

I know what direct advertising is. I was wanting to know how they get all that traffic /visitors to go to a site and look around. I could send 10000 emails out but out of those maybe 10 would click on to the link to visit my site. Do they just have that many email addresses to send to?
