The first task is to do on page for a new website. And not to start off page rapidly. But you can start your off page SEO after few days later. Here are some legitimate methods which are most effective for off page SEO.
1) Forum Posting
2) Blog Commenting
3) Guest Posting
4) Guest Blogging
5) Web 2 Creation
6) PDF Submission
7) Image Submission
8) News Article.

If you already have your site indexed, or atleast submitted your site url to google, I think it's good to start your off-page plan.
I'm also running a new site (though like you this is first time I start to SEO a website), and the first thing I really concern is the keyword. We need to plan our keyword quite carefully, along with the page we want to rank with that keyword. I saw some situations of new people which they go for too difficult keywords (they are too general or they are too difficult to compete) and they can't rank up their sites since they don't have enough power to compete with other sites (which are often old and have huge popularity). Using details keywords are our best bet (normally they're long-tail keywords).
I think most experienced people know too well of this but I still want to bring this up since we're new :D. In terms of techniques, I think guys here have already covered tons of them so I don't think it's necessary to mention them again.

Guest posting and forum posting are couple of ways to get do-follow backlinks to your website. Blog commenting is also useful, but most of the blogs allow only no-follow links, especially the ones that use Wordpress, Disqus or Facebook commenting systems. I'm not sure if no-follow links are useful.

You can also reach out to influencers in your industry and ask them for an interview. To be clear, you need to interview them and not the other way round:). Publish the interview on your blog and send them a link about it. Naturally, they'll share it in their social networks and even link back to it in their own blog, which would be high authority.

You can start your off page activities which you prefer to rank high in search engines. Just submit your website URL in Google and featch it in webmaster tool to get indexed soon.
In modern seo it does not matter that how old your website is. Quality content and sharing of blogs on social media will help a lot.

1. Submit to local listings like Yelp, if your business is a local business
2. Submit your product or service to review sites like g2crowd or trustradius
3. Send press releases
