It will harm your website and consider as keyword stuffing. You must have to maintain the quantity of your keywords and the quality of your content. using too many keywords can negatively impact your site.

Keyword Stuffing will harm your website. If you do it on a couple of pages, then Google will ignore only those pages and other pages will remain unaffected, as long as your content on other pages is good.

However, if you do it throughout your website then it will harm the domain authority of your entire site and lower rankings of all pages.

Please note, Keyword stuffing is different from high keyword density. High keyword density is perfectly acceptable as long as it is natural. For example, if you're writing a tutorial about a topic keyword then it is natural to repeat the keyword in title, url, h1, h2, para, etc. That's fine. But if you add too many keywords in meta tags and image alt tags, then it is keyword stuffing. Basically if your headings & sentences don't make much sense after adding keywords, it is keyword stuffing. If they are meaningful, have proper grammar and are useful to readers, it's fine even if keyword density is high.

That's already keyword stuffing. Some sort of blackhat SEO. It wont get you anywhere far in terms of SEO. And worse, Google may sanction you for doing that.
