How a website high competitive keyword can rank top of Google with slower load time?

How can a slower load time website's high competitive keyword rank on top of Google?

I have seen so many websites ranking top of Google with having a low range of speed according to Google PageSpeed Insights.

Have you guys ever seen this kind of ranking on Google or is this normal?
