Can get Top 10 without Backlinks ?

Can I have a question that our website can get top 10 on search results or do SEO for it without backlinks ?
Is it possible ? and why ?

You can't achieve top position without backlinks. You have to write about your website through blogs so that user can understand what you exactly offering?

SEO goes with back links if you want to rank high in SERPS and you can never do better if you don't get back links even if you get best content on the site.
