Keyword Sniping?

I search a bit on internet about keyword sniping and I know this.

It is a properly formatted link strategy which will work if you set your domain as a clue, giving a title on your page, good contents on your page, what links are on your page and how will the search engines got there.

But does this effective of site? Is it more useful other techniques?

keyword sniping is choosing a single keyword and setting up an entire site/blog or group of sites to rank for just one keyword. Not a good idea.
