What is cloaking in SEO ?

What is cloaking in SEO and does it have disatvantages in using? There is a common thought that cloaking is risky. Very few web pages that use cloaking can keep their search engine rankings for a long time. Google also doesn't recommend cloaking. So should I do it? Any opinions?

As mentioned above it is not recommended. This is actually like hiding something from users and bots, serving different pages to users in response to their query which is not at all good.
