Yes, I have also came across this statement about upcoming Google panda and penguin update for low quality sites which has bad user experience. Matt Cutts gave a statement in his post that it will update on this Friday or on Monday 18 march.

Its still not sure that panda update will roll. May be this time panda and penguin both update roll and Matt cut confirms that everyone will not feel sudden changes in ranking. This algorithm will update slowly.
