On-page is what you do on your website in order to make it more relevant and easily visible to the search engines.
Off-page is what you do to build popularity in the form of backlinks. Unless you have quality links, you may not be able to reach your website's success of getting it to the page #1.

I concur; you definitely want to stay away from Black Hat SEO Techniques, no matter how many times you see the words "google friendly". You need to go White Hat all the way.

An example of a Black Hat tactic:

Posting your link on forums or blogs that are totally unrelated to your niche. Some of these Black Hat providers will try and sell you products i.e. "1000 forum backlinks" and in actuality, they will register you dozens of times on the same forums, while including your link in the "webpage" section of said profiles. You now bought 1000 spam links that will not only get you banned from forums, but will get you penalized by google.

If it sounds to good to be true or too easy, it's probably a Black Hat tactic. If it's reasonable and progresses a little slower, this is more organic and considered White Hat.
